Ok. It is only used occasionally in a game that everyone has heard of and/or played.

Hole puncher for sticking croquet wickets in the ground.

It's a pool cue tip tool with which to prick the tip so it will hold chalk better.

I'd never heard of it let alone seen one used; but, the hint along with the positioning of the spikes gave me the idea and I Googled "pool cue tool" to verify there was such a thing.
