Definitely not. This photo was taken within the last 2-3 years, and I'm 90% sure he's American (based on the "Bail Bonds" ironic city background, if nothing else.)

I thought John Oliver - but - then I wasn't so sure.

The US bail bond system has been one of his themes. I don't know how many venues with different background sets he may have done it in:

Nevermind, I figured it out. It's Spike Feresten, a comedian whose talk show went off the air in 2009.

In other photos he looks more like Ellen DeGeneres.

He looks like something has frightened him. Maybe he made a face and it stuck that way. Should've listened to mom.

He trimmed his mustache so it would fit in a gas mask (supposedly). And then kept it that way.
