That, and the unemployed/economically inactive are more vulnerable to social isolation and related mental health problems.

I had a low-income pregnant friend, she had to borrow a cell phone during the end of the pregnancy for emergencies. It was a bit nerve-wracking that she didn't have a phone in her condition for such a long time.
I think its a great idea, hopefully it will expand.

There's a local program to donate old cellphones to a battered women's shelter. They give them to the women who are unwilling to leave the relationship they're in, as a means to call 911 when he gets "too rough." On the one hand, it's a depressing program, but on the other, apparently it's the only solution for a lot of these women who refuse to leave, and several have been grateful to have the phones on them when it mattered.
