I was just about to post the cipher bit, it reads
"A one armed skeleton awaits" backwards.
edit: it's a straight reverse-correlation, a=z, b=y, c=x, etc. I checked it with some other nonsense from previous pages, the building page read "whereisthesheepman" at the bottom.
