I would imagine that balloon breakage is a frequent problem. It happens a lot with human drug mules. The balloons barely resist stomach acids long enough to make the length of a flight from South America to NYC.
I don't know much about goat digestion, but if they are ruminants like cows, I'd be surprised the balloons would make it though to pass. Of course, you don't have to wait for the goat to poop 'em out like you do a human. You can just slaughter the goat, get your drugs, and have a tasty goat dinner as well.
