Hawk's tattoo in Galesburg Illinois. that is the place to go. but in reality you can find agood shop in cleveland, there are plenty to choose from. the thing with ink is that it isn't entirely about the initial cost. you need to go look at the a couple of different folks' work, see a style that you like. look for drag marks in the fine lines, etc. find out how long they have been at that shop - you don't want someone that bounces around.
i also wouldn't recommend someone that feels the need to stencil. ask about his/her prices, ask if they will retouch in 6 months to a year without recharging. sometimes it is worth paying a bit more for a service. i would say putting permanent ink in your skin is one of those times.
WARNING************* once you get your first one, you will not stop so plan accordingly. pieces that are centered in your back can make it hard to plan your 3rd, 7th, 10th piece around.************
