I think this line's mostly filler.

Actually, he's saying that there should be different drinking rules for different people and, since government can't do that, those rules will have to be handled by the individuals in question.

How do I get that?
1) He describes the results of alcoholism
2) He describes the effects of moderate alcohol use
3) He chides people for trying to force him to get into a "with us or against us" absolutist stand.
4) The structure of his speech is satirizing the current (at the time) political debate, implying that it's a waste of government time.
