I was kind of worried when the Soviet Union disbanded, and Nelson Mandela was elected president. There was no one to fear anymore. In that kind of evnvironment, enemies start appearing where there weren't any before.

We need an enemy who's not really an enemy. Check out Barbarosa for the general idea. Old outlaw Barbarosa--Willie Nelson(!)-- hooks up with punk Gary Busey. Everyone knows Brabarosa is a villian, even though he was old when flowering plants appeared. The villagers nail Barbarosa, and then go into a funk because there's no one to fear. Busey shows up and shoots someone's hat off, and there's about 5 seconds where everyone stares, and then they start yelling "Barbarosa!" and chase after him. They're all overjoyed and angry as they take off after him.
