I think all that started when I was in 5th or 6th grade. And the funny thing is...I never remember going through any of the "programs." I regard those DARE license plates as a joke. Most often the Dare plate is on a car where the driver is doing his drugs and throwing butts out the windows. Go figure. There is little difference between a tobacco addict and a crack addict - according to recent studies involving PET scans on human brain activity. IOW the DARE thing is really nonsense because it is based upon drugs from a legal perspective rather than drugs from a reality perspective.
