I absolutely buy your theory, W.HI.P, but I think you have cause & effect switched.
It's not that the games are rigged to end in the way that will be most profitable for the bookies. It's that the bookies know what they're doing, and thus are setting themselves up to be profitable based on what they know to be the most likely outcome (in this case, a draw.) It's not a conspiracy, it's just good business decisions.
