Without knowing the full circumstances... I'm not so sure this guy did anything wrong. Gee I noticed that there aren't any pics or info about the birth of the baby... Just "she made it in time"
Wonder if it was just a convenient excuse for getting caught riding the shoulder and running into a parked cop - Perhaps there was no way they could get back into the regular lane as the traffic was all backed up.... handy excuse. I dunno.
