I understand most of that Reuters article, except how the shortage of MBTE, will cause the prices to stay up until Labor Day.
Oxygenated gas doesn't come into play here until November. I doubt they're making it that far in advance.
One of the major problems the refiners have, is the myriad of regulations means there is literally over a hundred different recipes for different areas. When supply runs low in one area the ajoining area with surplus, may not be able to ship some over due to the regulations.
aside- Low gasoline supplies mean home heating oil supplies are probably low since the refining goes hand in hand.
