This is a confusing statement. You are looking at Toronto (Ontario) or 3000miles WEST of there to the Vancouver (BC) area? Or both??
If you are looking to work, I would suggest a larger city, if you are looking to have a holiday, I would suggest a smaller city perhaps. What do you expect to gain for the experience? Are you looking for a relaxing area, to meet new people, see the sights, and enjoy the summer, or are you looking for a city to entertain you, stay busy, spend lots of money etc... Also where are you going to stay: rent? hotel? friends already in these 2 cities? camp? You will have to take into account the rental vacancies, which in some places (like Kelowna BC) are very very few and far between.
The legal drinking age is 19 in both provinces (BC and Ontario), with Alberta having a legal age of 18. All places will expect you to provide 2 pieces of ID to purchase booze and smokes. One of those will have to have a picture and signature. Your passport will do, but make sure your picture is current... I have turned away many people from my store because their passport picture was of them at 3.
Both cities you have mentioned have the good sides and the bad sides, both have lots to do to keep you entertained. Both have WAAAYYYY more people than I like. Both have great little towns less than 2-3 hour drives away. The Canadian shield in Ontario is very pretty, with lakes and trees. The mountains are spectacular and can be seen from Vancouver, as well as the ocean and small islands to investigate as well.
