If evaporating water creates cooling, then you must periodically remove significant mineral deposits. If you do not have chemicals to do that and flushing water to wash away dissolved deposits, then you will not fix anything.
A poor man's mineral solvent is lots of vinegar. But I would bet you must to completely disassemble the unit to properly remove minerals - to clean out obstructed pipes and heat transfer fins.
If discussing only condensation water that drips from traditional air conditioning, well, that is means an air con repairman - and often a whole new unit featuring new non-ozone depleting gases.
