Or is it an example of some sort of massive peer-pressure? Exploiting the human urge to conform?
Religion and peer pressure kept people pretty much in check until the 60's. Everyone knew you and what you were up to. Now nobody knows their neighbors they can't make laws fast enough to even punish the scumbags after the fact.
