Because it's been a long time since the majority of the people still left living inside the city limits gave a rat's ass about the quality of its education system, and the majority of the parents there are neither desirous nor capable of exercising anything even vaguely resembling discipline over their children. Running a prison (even on a daytime-only basis) costs much more than running a school.
But having the state take it over implies that the city is a financial cripple, and is an intolerable affront.
This decline has been a long time coming. It was well underway by the time I hit high school. I was educated in Philadelphia Public schools from roughly1960-1970.
