When working on something like that a person or crew puts a lockout tag on it so that the switch CANNOT be turned on. For example, think an electrical breaker. You need to work on the wiring withOUT any electricity. So you turn it off and put a lockout tag on it so you are assured no one will turn it on and electrocute you while you are working.

In the picture above it would seem that there are many people working on different things associated with that switch.
