I think you're describing the farm subsidy system.

Want someone to work? If they're a single parent, provide child care and subsidized public transportation. If you're at the poverty level, spending %15 of your income on bus passes assuming there is even effective public transportation.

If I got rid of my car, the nearest bus stop is at least 2 miles from my house.

By car:

20.4 mi, 34 mins
In current traffic: 33 mins

By public transport:

Travel time: about 3 hours 52 mins
