If water flows over the top of the dam (which, in these years of extraordinary-drought, occurs almost never) the concrete projections break the flow of water, so it can't gain too much speed and kinetic energy, and thus blunts water's power to undermine the dam and cause damage downstream. They look like a very-clever engineering adaptation to solve a problem that is particularly acute when dealing with water flow in the unconsolidated sand and gravel that compose much of the soil on the mesas bordering the Rio Grande Valley.
