Nerd. 
The rocking the tire works with the normal forever inner/outer wheel bearings with a big ass washer and spindle nut. But there is a second design with a bolt on hub containing sealed bearings and sometimes the antilock reluctor and pickup. I'm not sure that method would be valid with that design.
