Who asked for the banner is irrelevant. Whether it was intended to create a political message or not, it did. The biggest fault of this Presidency is an inability to lead and thus be in control of events and message. If the message was off, Bush had a ton of time to correct it. But they enjoyed the message and believed it was leadership.

And the banner is reasonable too. Military operations were in fact over, that the mission of overturning a government was accomplished and that this was an important feat that should be celebrated. It was an incredibly difficult task, managed well to that point. They just had no concept of what was to come.
