Could this be the future of international relations?

A statement from Kerry's campaign to Philadelphia City Paper reporter Helen i-lin Hwang, on US-Vietnamese relations:

[i]Normalization of our relations with Vietnam has increased our ability to discuss human rights issues with Vietnamese leaders. ... do not believe that human rights and change in Vietnam can be forced through sanctions.

The Vietnamese community here is apparently not happy with Kerry.

But I like that attitude. And what if we took this stance with Cuba, instead of being so ridiculously punitive?
