Tell that to Bill Clinton. It was under the Clinton's second administration that the CIA was prohibited from gathering intel from shady characters. Well, anyone who knew anything was shady so the agency shifted away from the horse's mouth so to speak to satellite photos. No wonder we got clobbered. If Kerry is elected, look for more of the same. He has a 25 year long history of gutting intelligence budgets and killing defense projects. Of course, he'll improve our standing with the rest of the world seeing as how he's part Irish, part French, part Jewish, part Chinese and part African.
