There you go. He doesn't need a pilot's license, he wasn't flying, and without wings it isn't even an aircraft. But "endangering a life", now that's something serious, and a big enough net to entrap anyone. Spit on the sidewalk... someone could have slipped and broken their neck. Smoked indoors... could have given an innocent bystander cancer. Riding a lawnmower down the street... could have mulched the children, won't someone think of the children.
Instead of telling the guy, That's not cool, don't do that again, and get it towed out of here, they're going to make an example of him so other people don't drive their wingless planes to the pub.
