'Round here (rural SW WA), school buses flash red lights and all traffic in both directions must stop. The lights don't turn off until the kidlets are all safely across the street.
Smart idea, and it works. But because this is ruralville, there are no "bus stops." School buses stop at each kid's driveway along narrow, winding country roads. Passing a stopped/flashing school bus is strictly verboten. Traveling anywhere is not recommended during kid pick-up/delivery time.

Same here, both ways. One morning on the way to work there was a school bus with lights flashing and 2 lanes in each direction dutifully stopped.
After a couple minutes the bus driver comes out of the Dunkin Donuts across the street with a coffee and bag.
