The 'Candy' thread sent me off on a trip down memory lane and I landed on Pulp's 'Common People'.

I'mma post the audio with lyrics, even though the performance is a huge part of the appeal - because I suspect there may be bits that would not make sense to an American ear without the words on screen. No need to embiggen - they have helpfully made the text large enough to view in thread

That's Jarvis Cocker. He doesn't sound so much like Bowie to me - especially in that song the accent is completely different - you can hear the London intonation very strongly in Bowie whereas Cocker has a more flattened Sheffield sound - the rhythm of speech is different too, which I think feeds through into the way the lyrics are written.

No doubt very influenced by Bowie though.
