This isn't going to be a proper What Is This?, because I'm not positive what they are, but, what's in the pic? There are some clues...What I think is the answer, is below the pic, highlight to see it.
Answer: I think they are buoys. Never seen one out of the water. Pic is Baltimore.

It's well known that golf tees can be used to fix stripped-out screw holes, such as door hinges.
Those are the military's stock reserves of very large plugs for right- (blue) and left- (pink) threaded holes in ships, docks, pipes, caves, etc. . |
