Just what, not why:
At least one of those inclinometers is incorrect. ETA: Maybe because the suspension lets the bus lean farther than the rack tilts?

A guy got killed by his mower here a year or two ago.
He leaned over to pick up a piece of paper in the yard, mower went over, dude broke his neck.
