I'm guessing is has something to do with boats and lines. Fishing weight sounds good. Or some sort of hardware used in rope rigging. Not terribly precise there huh?

Actually, I agree with the fishing weight. The line goes through the two slits, which you squeeze shut to hold it in place. Or its a metal bone

One final guess from me, and then I give up.
You are a scales guy, right? I'm going to guess that it's some sort of standardized weight for calibrating scales. Only thing is it looks really small for doing truck scales. But that's still my guess. |

The notches, and the curvature, seem to indicate some kind of flexible, connective function. It reminds me, somehow, of a u-joint.
