I have Irfanview - I never knew I could add text to pictures that way.

In IrfanView: select a rectangle where you want the text to be, then press CTL+T and play around with the options in the dialog that pops up. - Not the most elaborate applic for texts, but good enough for LOLcats, I'd say.

sundae, I just use the photo software that came with the digital camera. It ain't photoshop by a long way, but it gets the job done

For free. Not very user friendly compared to the other stuff. But free...http://www.gimp.org/ I use this all the time along with irfran view.
Not that I have put anything on this comp yet. I like it clean for the time being. It's roomy, feels good....
