Seems like making a do-it yourself electrolysis machine wouldn't be so hard. Spend a couple hundred on a bench top power supply and get some prongs to attach to it.

Laser hair removal rocks. It takes a few rounds when you first go down that path, but after that you only need a touch up about once a year. Slight puffiness and a little pink skin for a couple hours - no muss, no fuss. The results are divine.
