but I can wiggle all of my toes independently -which apparently you shouldn't be able to- well I could until I had foot surgery -that foot is still recovering, the two toes that shouldn't be independent are "as they should be " :/ ...but I'm working on it

For me, it's somewhat tied to pushing the back sides of my tongue, near the back of the teeth, slightly up and forward. Not directly tied, as I can do either without the other.
