snipping tool has a fucking highlighter though, a feature not found in irfanview or other snapshot tools in my experience.

If that's not enough, there is a screen capture tool called Greenshot which has a bunch of features. I like it for its crosshairs for selecting your capture area.

When I call for the snipper(Rabbai) this box appears...
Then when I outline the victim it changes to this box... If I click on tools in that box I get the box I showed you before.

You'd have to compare notes with someone running the same Windows version. Snipping Tool has evolved. WIN10 version has more of a selection under Tools (in addition to pencil, highlighter and eraser); but, it can't be downloaded onto previous Windows versions.
