The portrait is of Blaise de Vigenère, and originally from this Wikipedia article. The line of text above him is encoded, most likely in a Vigenère code (info on this is at the same link).

The text in the window says "Ml6 8vk8lzxsv7 6l GDJ yl FJ," and translates to "Not reproaches to 639 by 59." 'Not reproaches', we've found, anagrams to 'Another corpse'; what the 'to 639 by 59' means is still up for guesses. A suggested possibility is that it's a coordinate spot on an image; someone else found it in Google describing the max size of several forums' sig images.
