We started regulating it and bringing in the idea of controlled substances much earlier, but we instituted what became known as 'The British System', whereby pharmacists and doctors can prescribe, supply controlled substances to registered addicts.
This was by far the most popular approach in the country, and the medical profession was right behind it. But, international pressure, primarily from the States, but routed through the UN brought an end to the British system in Britain (beginning of the end of the British System was a 1961 UN convention. It continued successfully in a few places (like Holland), but we ended it and suffered an explosion in addiction rates and drug related crime. I remember watching a programme about the guy who made it his mission to persuade the rest of the world to buy into the anti-drugs agenda. Can't recall the guy's name now. Fascinating character. |
