true, and that is one reason public schools have become such a joke in some areas. teachers with tenure just waiting for their pension while not giving a damn about the education they are being paid to provide. No Child Left Behind is layer upon layer of misguided BS, surrounding a kernel of a good idea - make educators accountable for the progress of their students. good idea + government = poor execution, but the idea has merit. but that is a different thread...
