HLJ, all trucks in snow-prone areas such as the I70 and I80 corridors over the mountains must carry chains, and use them if the chain law is dropped and they want to go. Most of us refuse to chain up and just park until the roads are passable again.
My company has chain banks just outside of those areas and our drivers must stop there and check out four sets of chains to carry (or else a $750 fine) and return them on the other side. We are not permitted to take the chains out of that region. Should we need them again, say for a trip to Seattle, we must do the check-in and out procedure each time we enter a chain-required area. I do not chain unless I happen to be up there when the chain law drops.
