The short answer is that it is part of the developmental road. Has been for about three hundred million years at least. Males develop out of females. Some point to this as a reason for the greater incidence of homosexuality among men than women -- two to three times greater. Longer, more elaborated development processes equal more chances for something to miscue.

A wise gay friend of mine once said, "It's not as if somebody sits down and decides he'll be gay to take advantage of the opportunities." No more so than the average het.
