The curve looks like it matches the curve of an eyeglasses lens. The notch is all black and marked, like it fits into something like a vise.
So I'm going to guess that it's some sort of jig for holding or grinding eyeglass lenses. |

That's where I remember seeing that material. I worked in manufacturing/QA for years and I remember tools having that material. Weird that I could almost feel it again, when I saw the "texture." Those types were used for bending wire so it didn't expose base copper.
