Foot's points are valid BUT he has already been paid for the work. All those points should already have been taken into consideration when he priced the job. he's milking it. It wasn't a portrait session. How many images did he take to get that one? the price should reflect the time and effort it will take for him to find the file (?convert to appropriate format), and send it, plus a bonus in appreciation of his artistic talent because you wouldn't be interested if it were a crappy pic, but HR would still have been satisfied.
