I googled two of these cases at random. One of the cases was over 100 years ago, and the other was like 80 years ago. I'm sure there has to be more recent case law and statutes that govern this.

I'd like to see the pedestrians taking over the highway based on these quotes and blocking all kind of "real" traffic without getting arrested.
Reminds me a little bit of these protest activities (especially in France and Belgium) where bicycle riders took over the streets in non organized non authorized demonstrations...
